First European organisation to offer _’ software as a service’_ The product portfolio included Customer Relationship Management and ERP software for – Auto Parts, Computer/ Office Supplies and Medical Devices companies Product owners worked with design team, sales force to prioritize new features and anticipate customer demands Their competitive advantage was derived from their successful field consultants who provided consulting and support to customers Kauflauf had three divisions: Development and Support services, Marketing Sales They had a strong competitive advantage due to _hands on consulting_ provided by field consultants backed up by the development group. As opposed to competitors who targeted larger firms, Kauflauf targeted middle market (revenues from â‚ ¬100 million to â‚ ¬1 billion) and top-tier smaller customers. _CLIENT EDUCATION, HAND HOLDING AND CUSTOMIZATION_ were the main areas of focus for the sales force, in order to obtain customer loyalty. The culture of the company was _YOUTH ORIENTED AND ANTI-HIERARCHICAL_ . It was characterized by small company friendliness and deep pride in superior software engineering. JESS WESTERLEY An American woman who had lived with her family in Germany as a child, Jess had developed a love for the country and was fluent in the language. She has been hired as Assistant Product Owner (CRM product) for computer and office supply wholesalers and retailers. CREDENTIALS: Jess came with a proven track record. She had earlier worked with a rapidly growing CRM software service provider in the United States, where she demonstrated great success in growing market share. Has high degree of analytical capabilities and keen grasp of market evolution. Is deeply interested in computers, management and international business. Able to speak German and form informal relationships with her colleagues. RESPONSIBILITIES: To understand the market and customers. To establish product development priorities to serve both existing and future customer needs. To increase sales volume and enable greater penetration in the global CRM subscription software market JESS WESTERLY’S PROPOSED CHANGE Even if the external environment was not changing, the competitive landscape was stable and Kauflauf was doing well in terms of business and revenues, the company still required to bring about a change. The internal environment  was changing and demanded for Kauflauf to shake itself up in regard to its strategy, processes and structure. With its single minded focus to operate in the middle size market segment, the firm was operating in silos. There was a persistent failure to spot new development and opportunities in the market. Thus, to trigger off innovation, increase sales revenue and build more agility in the company, Jess Westerly proposed a change in the sales call patterns at Kauflauf GmbH, with the field consultants redirecting atleast 30% of their time and focus towards larger, more established potential purchasers of CRM software services in the computer and office supply business. Based on Jess westerly’s own quantitative analysis and simulations, she had identified that: Only 35 % of the consultant’s time went to customers who produced 85% of the revenues, while the remaining time was spent with smaller, less profitable accounts By reducing the time spent with customers with annual sales volume less than â‚ ¬ 250,000 (Class 5 and 6 clients) by 20%, and instead focusing on bigger prospective clients , Kauflauf could increase revenues by 30% Field Consultants spending time on closing sales for companies with less than â‚ ¬100,000 in annual sales volume only yields suboptimal returns Kauflauf’s recent success in getting business from Dart, one of world’s largest suppliers of computer parts through persistent call efforts also supported her proposal Thus, the company was losing significant sales growth opportunities by strictly focusing on smaller accounts and neglecting large prospective companies. WHY IT FAILED – THE RESISTANCE TO CHANGE 1. An organization-level change requires the change agent to clearly communicate the vision ahead to those being most impacted by the change. Jess Westerley did not speak to RSDs and consultants before sending out the memo to implement the changes. 2. Change requires the agent to form a core group of people who buy into his/her idea and begin the change process. Jess did not explain why there was a need for change, even though there were no changes in the company’s external environment. Internally, it seemed that all was well too. Hence, the field consultants felt that she was intruding into their work schedule. To them, it appeared that she was interfering with their work-patterns though she had no idea of how things actually worked. 3. Jess did not understand the challenges faced by consultants at different levels of experience – She did not seek the consultants’ opinion which could have contributed to the change. The issues that came to light when Jess sent out the memo were : Consultants felt that this proposal was not for their market They did not wish to work for a firm that served larger accounts They doubted whether such a change would be good for the firms competitive advantage They doubted Jess’ understanding of different markets They had concerns about Kauflauf’s development capacity to support class 1 and 2 sales 4. She did not get approvals from the higher management and RSDs before approaching the Field consultants. An approval from them might have made  them think of the change more seriously. However, the entire change process that she suggested was completely based only on her analysis and simulations, and it did not have the backing of the higher-ups. 5. Large clients did not allow consultants to have access to top management and hence closing a sale was tougher and less probable. However, this was the one point which gave maximum motivation to the consultants. Since closing a successful sale required a lot more effort with larger clients, the consultants were left disappointed at times when all their efforts did not bear fruit. Hence they were up in arms against the idea of changing their call patterns towards larger clients.

Not All Criminals Are Bad (Great Expectations)

In the novel Great Expectations written by Charles Dickens he tackles various social problems that plagued London in the Victorian era, some of which were Poverty, Hunger, Child Labour and Crime, which Dickens himself endured. Crime as a main source of London’s social problems ran rampant, streets became unsafe as criminal activity spiked and new criminals were being imprisoned every day. In these times criminals were considered to be the lowest people in terms of social class and so were often deemed as dangerous, Disgraceful and generally bad in every sense. Charles Dickens believed that there are exceptions to all criminals being bad, in the sense that you cannot determine a person’s character just because he commits a crime but rather by his motives for doing it. Dickens expresses his theory in Great Expectations through Characters such as Abel Magwitch who is a criminal who seeks redemption and Compeyson who is a criminal who wishes to do nothing more than to swindle people. A criminal by definition is someone who breaks the laws set by society (government), therefore although these characters are not stated or known as criminals in the novel Pip, Herbert, and Wemmick by definition can also be considered as criminals for helping Magwitch, this proves that Dickens also believed that anyone can be a criminal not just people of low social class even the innocent but, Dickens did not fail to expose that criminals can be bad and that even though some criminals do not chose to live the life they do there are those who like the life of crime , which he shows through Compeyson. You can read also King v Cogdon The character Compeyson represents Charles Dickens ideal image of a criminal and in fact Compeyson is the stereotypical criminal with the exception thathe is not a lowly criminal but that of a gentleman: â€Å"He set up fur a gentleman, this Compeyson, and he’d been to a public boarding school and had learning. He was a smooth one to talk and was a dab at the ways of gentlefolks. He was good looking too† (Pg. 343). Although Compeyson is a gentleman he chooses a life of crime, his motives for committing crimes is simply for the fun of swindling people he is portrayed as a cold hearted and disloyal man in which Dickens wished to fully convey as his view of a bad person. Compeyson is much smarter than the average criminal for example Magwitch and uses his wit to manipulate his partners. In the novel it was said that Compeyson had a former partner by the name of Arthur who helped Compeyson form an elaborate plan to steal money from his own sister in law namely Miss Havisham and leave her at the alter on the day of their wedding day. After which his partner Arthur unable to bear the guilt of what he had done killed himself and Compeyson shows no remorse even saying that it’s a good riddance (Pg. 345). This shows how low Compeyson is in terms of him as a person, not caring for his own partner and shows no guilt for using him as nothing more than a tool for committing the crime. It is also revealed that Compeyson had a wife that he kicked mostly, here Charles Dickens further develops Compeyson’s bad image by adding minor details that he abuses his wife giving readers a foul image of him and a general dislike for his character. Compeyson also has history with the more redeemable criminal Abel Magwitch and it becomes evident that Magwitch was used by Compeyson just like Arthur was. In the novel Magwitch tells Pip of how he met Compeyson, Magwitch meets him a couple years back before ever meeting Pip and they quickly become accomplices, after getting committed for felony on the charge of putting stolen notes in circulation and other charges, Magwitch and Compeyson were both sent to trial, Compeyson deserted Magwitch and made it seem like Magwitch did all the dirty work and he was helpless under him. The fact that unlike Magwitch, Compeyson is a gentleman and younger works in his favour and he is given a lighter sentence, exactly 7 years to Magwitch’s 14 year sentence: â€Å"when we was put in the dock†¦ain’t it me as the judge perceives to bea old offender of wiolent passion, likely to come to worse? † (Pg. 346-347). Charles Dickens again gives more information on Compeyson’s past involving Magwitch to show what a dark and sinister person he really is , he sold out yet another accomplice proving that he is indeed bad person because instead of him to try to help Magwitch he looks out for himself and ensures his verdict is lighter, Here Dickens uses bad characteristics as his evidence that he is bad . Later in the novel when Pip is aware of him, Compeyson becomes the main antagonist as he tries to foil Pip’s plans of helping Magwitch; the antagonist is usually a bad person in any play, novel or film so Dickens supports his view of Compeyson being a bad person by subjecting him into this role and not only does Dickens support that Compeyson is a bad criminal by him being dangerous, cold and untrustworthy he also shows the difference in character between him and Magwitch because Compeyson was afforded a great opportunity in life him being a gentleman and yet he wasted his life being a criminal when he could have become so much more in life unlike Magwitch who was not granted the same opportunities. The character Abel Magwitch in the novel represents Charles Dickens exception to the belief that all criminals are bad people. Magwitch is first introduced in the novel through the eyes of Pip the main character: â€Å"A fearful man, all in coarse grey, with a great iron on his leg. A man with no hat, and with broken shoes, and with an old rag tied round his head. A man who had been soaked in water, and smothered in mud, and lamed by stones, and cut by flints, and stung by nettles, and torn by briars; who limped, and shivered, and glared and growled; and whose teeth chattered in his head as he seized me by the chin† (Pg. ). Here Dickens uses powerful adjectives to describe Magwitch as most people would view a criminal to suggest that his appearance was just as he was which is low. The impression of Magwitch at this point would be a bad person purely base on dickens description of him, I believe that Dickens does this purposely not only to relate how Pip felt but to later prove that not everything is what it appears to be. Magwitch at this point of the novel has just escaped from prison and threatens Pip into retrieving food and file to remove his shackles, here Magwitch is given a negative image by corrupting Pip, an innocent child to steal for him contrasting Dickens belief but readers are also given a hint of compassion through Pip who instantly sees redeeming qualities within the criminal Magwitch who although he sees as terrifying but also as a starving, shaken man who is in need of help. Already Dickens has established that Magwitch is not all bad and that there is more to his story which must be revealed before making any final judgements which is proven when he meets Pip again who is no longer a poor boy living in the Marshes but a Gentleman through acquired expectations from a secret benefactor. Later on in the novel Magwitch seeks out Pip, who now lives in London and the shocking truth is exposed as Magwitch tells pip that he in fact is his secret benefactor (310-315). Magwitch then explains himself saying that he was so moved by what Pip had done for him when he was a child that he felt that he had to repay him by doing everything in his power to make him a gentleman which was Pip’s lifelong dream. Magwitch also tells pip how he went to Australia where he worked in sheep ranching and earned a huge fortune in which he gave to him. Dickens completely turns Magwitch’s image around by showing that he is very loyal and generous, that he is not cold hearted like how a criminal would normally be viewed as. His devotion to Pip’s success proves that Magwitch is not a bad person, it shows that he somewhat cares for Pip and the fact that he had a chance to become rich elevating his own status but instead chose to give all his fortune to Pip shows that he is very selfless. Charles Dickens gives Magwitch redeeming qualities to prove that the man behind the criminal is not bad but indeed good at heart. If the fact that Magwitch was a criminal was removed Magwitch can be seen as a loyal, honest and hardworking Person whose heart is filled with admiration towards a young man namely Pip and wishes to do nothing more but to see him become a gentleman all characteristics of a good person but, one question arises which has not been answered, since Magwitch can become so virtuous why is he even a criminal in the first place, this explanation of why Magwitch is a criminal further explains what dickens meant that there is an exception to the statement all criminals are bad people. Magwitch explains to Pip the reason behind his hatred for his former accomplice Compeyson and basically how he became a criminal. In this he tells Pip the story of how he met Compeyson and the story of Arthur and Compeyson. Magwitch’s background story is that of poverty, he was an orphan just as Pip was and he had to steal as a means of surviving. Magwitch’s story gives readers and understanding of why he got into the life of crime and although stealing cannot be excused as a crime, Dickens represents Magwitch’s case as a justifiable reason for being who he is in terms of being a criminal. Magwitch was not given the same opportunities as his partner Compeyson and so basically grew up into a life of crime, with him being an orphan he had no other means of living, he had to fend for himself, but although he was already at this great disadvantage he also tells Pip that he tried to work sometimes but it wasn’t enough which unfortunately turned him into a criminal when he met Compeyson: â€Å"I’ve no notion where I was born†¦tramping, begging, thieving†¦gone last night† (Pg. 342-343). This suggests that maybe if Magwitch was given a better chance to be successful in life like Compeyson was that he would not be a criminal ultimately supporting that it was out of his hands and that he had no other choice, His motives unlike Compeyson, was purely to survive. It is evident in the novel that Charles Dickens has a soft spot for Magwitch through his history with Compeyson in which he got a heavier sentence just because he looked more of a criminal than Compeyson. Dickens does this to show sympathy for Magwitch but also a satire towards the justice system. Magwitch’s relationship with Pip grows towards the end of the novel as Pip realises that Magwitch sincerely cares for him and that he has not been very accepting of him. Dickens uses Pip’s realization to bring across the point that Magwitch is indeed a good person and that him being a criminal does not define who he is, even a person such as Pip who looked down on Magwitch as being low and nothing more than a criminal even being ashamed when he found out that he was his secret benefactor has been enlightened and now accepts him. Charles Dickens contrast of both characters was his major evidence in proving what he believed, both characters were similar in the sense that they were both criminals but their personalities were completely different, showing that being a criminal has nothing to do with him being good or bad but rather his reason for committing crimes is what actually determines whether he can be judged as a bad person or not. Charles Dickens in proving this also suggested that anyone can become a criminal from Magwitch’s life story and to further prove this the man Character in the novel Pip is surrounded by a life of crime. As a small boy Pip has his first encounter with crime through Magwitch and it is evidently seen that the Marshes has some tainted atmosphere filled with crime through Convicts always breaking out, the hulks (prisoner ship) sailing by and cannons firing to alert residence of a breakout, so it can therefore be said that Pip’s life even before meeting Magwitch had some element of crime in it. When Pip receives his great expectations and moves to London to meet Jaggers (criminal lawyer), he finds out that Jaggers office is beside New gate prison and realises that crime has always been present in his life. Dickens incorporates this element of crime in this new setting not only to relate his experience with the Debtors prison in his own life and foreshadow future encounters with crime but I believe it can be connected to Magwitch in the sense that Magwitch lived in poverty something that he could not control meaning he did not choose to be poor which drove him to become a criminal and Pip now is surrounded by all this crime, he could be easily be influenced in the future to become a riminal also and although one might say that you decide your own future and if you turn out to become a criminal it is your own fault but Dickens gives evidence through Magwitch’s story that sometimes our future can be influenced by factors surrounding us that we have no power over. Pip’s involvement in crime worsens when Magwitch told him that he was his benefactor, he is torn apart with guilt and shame but is further concerned by the fact that Magwitch has yet again escaped from prison and ne eds Pip’s help to prevent him from being caught. By law anyone who assists a criminal is also considered a criminal by association, Pip knows this but feels guilty that Magwitch who although at this point he was still ashamed of had done so much for him and so he felt obliged to returned the favour. Here it is proven that Pip has been influenced to become a criminal and has no power over this situation, Pip eventually decides to help Magwitch knowing that he could also be sent to jail. Dickens shows that even though Pip wants commit a crime it is for a justifiable reason just as Magwitch did stealing turnips to eat as a child. Pip receives help from Wemmick (Jagger’s clerk) and Herbert (Matthew Pocket’s son) with hiding Magwitch from the police and planning to smuggle him out of London. They also could be considered as criminals by helping Pip but their motives for helping Pip is purely good, Pip is their friend who they care for and so they would do anything to help him by doing this Dickens has proven that anyone can become a criminal under the circumstance meaning even good people can become criminals for good reasons. In the world today there are many different types of people, when we say that all criminals are bad it is not true which dickens himself believed, an example of what he meant by an exception is in the case of an 80 year old woman who has nothing left, no one to take care of her, if she has no other means of surviving but to steal does that make her a bad person? What about the man whose father is dying of an illness and he needs money for the operation but he lives in poverty so he robs a bank to pay for the operation, is he also bad for wanting to save his father’s life? Although there is no excuse for committing a crime just as Magwitch realized that the life he lived was inexcusable (), it does not mean that he should be labelled as being a bad person. Therefore with all the evidence that has been given it can be concluded that if people who commit crimes based on good intentions are considered criminals not all criminals are bad, but the question now becomes , who decides which intentions are good?.

George W. Bush more like T. Roosevelt as opposed to Taft and Wilson Essay

President George W. Bush’s post September 11th policy certainly shows great resemblances to President Theodore Roosevelt’s foreign policy more than that of Taft or Wilson. Roosevelt had a more stern policy, encouraging the forceful defense of the nation and the spreading of democracy and Christian ideals to less fortunate countries. This was very much so a direct correlation to what Bush tried to do Taft’s policy emphasized economic ideals in that he argued the US should lend out money and help countries elevate their economic status in order for the promotion of peace and prosperity throughout the world. Wilson’s policy emphasized morality, and the â€Å"nice guy† standpoint of how the US should carry out obligations. Consequently, President George Bush’s policy is a better reflection of President Theodore Roosevelt’s policy more than Taft’s or Wilson’s policy because of the military and political ideals that the two pol icies share. President Bush’s post September 11 policy reflects Roosevelt’s is because of the swift, stern actions that Bush’s administration took after the attacks on the nation. As Bush sent the troops over to Iraq quickly and in great numbers, the administration sent a candid and stern message. The United States would not stand for an attack on its soil, and those who did so would receive grave punishment for their actions. This message echoes the morals behind the â€Å"big Stick† policy. Just as Theodore Roosevelt once said, â€Å"Speak softly and carry a big stick.† Theodore Roosevelt believed that power was an important and unavoidable thing in foreign affairs. He also noted in his addition to the Monroe Doctrine (called the Roosevelt Corollary) that if any nation in the Western Hemisphere appeared in a political or fiscal situation that would allow for European control, the US should intervene. With an imperialistic outlook on the world, Roosevelt made the US a nation that constantly intervened and helped Latin American countries avoid European interference in the Western Hemisphere. Examples of this lie in Theodore Roosevelt actions when he made Cuba a protectorate, took Guam and Puerto Rico, as well as when he ventured out and involved the United States in the counterinsurgency of the Philippines all in order to fortify the existence of democracy and Christianity and help the individuals of the nations govern themselves. These ideals and policies were mirrored in Bush’s actions when the US troops inhabited the Middle East, and the Bush administration took it upon itself to take advantage of their occupancy of the lands by spreading its ideals of democracy and ‘correct’ political procedures. By doing this, the Bush Administration had essentially identified these locations in the Middle East as lesser fortunate nations, deemed themselves fit to help these regions, and force their ‘help’ past the governments of the regions and to the people. This decision and series of actions greatly resembles the actions and opinions of Roosevelt’s Corollary. Taft’s policy by contrast, was more of the United States venturing out to foreign land allowing for each foreign nation’s gradual acquiring of political and economic power through US investment in the countries’ infrastructures, which has little to do with Bush’s initial choice to attack the Middle East after September 11. Taft used â€Å"Dollar Diplomacy,† instead of military force. He wanted control and to aid businessmen in the US, and was in strong favor of solving problems via economic means rather than militarily. He saw his policy as humanitarian, for stabilization improved the living scale and conditions. For instance, in Nicaragua during 1912, the government would default on its debts, which might mean European intervention. The US offered to loan money (by private men) if the US could have some supervision over Nicaraguan finances. Bush’s post September 11 policy does not mirror this because he was in favor of military force and making it known militarily that the US could not be attacked without grave punishment. Wilson however based his policy on Morality. Bush’s post September 11th policy did not wholly reflect Wilson’s policy because Wilson’s Missionary policy aimed more in the direction of seeking peace and prosperity by means of creating pathways for institutions to branch out globally while Bush’s aim after the September 11 attacks was to retaliate forcefully and brutally (neither of which was peaceful). For instance, when the Japanese attempted, in the notorious Twenty-one Demands (1915), to reduce China almost to the status of a Japanese protectorate, he persuaded them to modify their conditions slightly. The ‘Twenty-One Demands’ required that China immediately cease its leasing of territory to foreign powers and to ascent to Japanese control over Manchuria and Shandong (Shantung) among other demands. Such persuasion as opposed to attack and forcefully making the US point reveals the difference between Bush’s and Wilson’s policy. Consequently, it is evident that President Bush’s post September 11 policy best resembles Roosevelt’s â€Å"big stick† diplomacy. Roosevelt’s policy was based on pragmatism as well as the idea of the nation’s obligatory retaliation to threats and attacks on the nation’s soil. His belief in the United States’ obligation to help foreign nations in need of political/military assistance is also a part of his policy. After the September 11th attacks, each of these ideals was echoed in President George W. Bush’s new foreign policy in that he reacted to the tragedy through military retaliation and force. Additionally once occupying the lands, the Bush administration chose to assist the Iraqi people and help them acquire the democratic ideals the US holds so dearly.

According to Cardwell, the business strategies usually affect the programs cast in televisions. This is because most institutions and industries usually adopt institutional and cultural discourses when determining quality based on broadcasting mandates, policy-making decisions, and the production demands. Sarah Cardwell conducted critical judgment and evaluations to establish the differences since the variance between quality and good television had been neglected. She stated that the television studies lacked sufficient attention on the conceptual matters. Constitution Cafe Essay The Constitution Cafe written by Christopher Phillips is mainly about the viewpoints of students around the country and what could be different about the Constitution. While the majority of the students from the meetings feel like there should be a few things added to the articles of the Constitution, because things are different today than when it was first written in 1787. The book informs the readers on the basics of our rights and understanding more about the Constitution itself. There are many issues discussed such as immigration, justice for all, rights, money matters but I’ll only be going over a few of these issues. One argument Phillips discusses is the number of refugees who immigrate to the United States. There are a few students in the meeting that admit to be refugees, and are trying to support their families who are back in Mexico. They argue how it’s not right for Mexico president and leaders who are able to fly over into other countries in their private jets, but immigrants like Ricardo would end up getting killed for trying to find work in the U.  S. â€Å"We never had rights in Mexico, though our homeland’s constitution says we all have equal rights,† says Oscar (p. 112). Although they don’t have any rights in the U. S. , they still find a way to work harder than most citizens and will do anything to provide the best life for their families. I strongly agree with the Constitution Cafe Article the students wrote in which they want the Constitution to change, because most refugees who come to the U. S. want to have rights and live life without worrying about getting deported back to Mexico. Many Americans say immigrants shouldn’t be allowed if they weren’t born in the U. S. and call them names such as ‘wetbacks’ but some take that as a compliment since their backs are wet, because they work the hardest. Another argument the author addresses is with a few junior high school students who agree that every U. S. citizen when they turn the age eighteen should receive an equal lump sum payment of at least $50,000. 00. The students say you should only be able to keep the money if you’re doing good and spending it on well needed things. Sure, a few people will take advantage of their big payday and do nothing good with their lives if they don’t have to. But I’m betting most will make the most of this opportunity† (p87). We all know once you turn eighteen then you could be on your own and spend the money on unnecessary things. This is why I don’t agree with the students, and some points I can relate to like for instance some parents aren’t able to provide much so the money could help the family. I also see it as the population would sky rocket because everyone would have kids for the money once they turn eighteen. Life isn’t that easy just to have a huge payment waiting for you. It’s not fair to the ones who are over the age of eighteen and had to work hard for all that they have and didn’t just have $50,000 handed to them. A question I have for the students would be, â€Å"where the money would be coming from? † This is a very good argument, because any parent wants a good future for their child and especially if the money goes to college tuitions. Finally, the last argument that caught my attention is scout’s honor that the president should have to live by before becoming president of the U.  S. They argue about how easy it is to be president when all they ask for is you have to be thirty five years old and have resided in the U. S. at least fourteen years. A group of boy scouts say the president didn’t have to be a boy scout when he was younger but should promise to be trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent. Our next president could have been in a gang or committed some type of crime and they would still win the president election. The citizens want someone who will be role model to all ages and prove by his/her actions, not just words. â€Å"This article may be about the ideal qualities we want in a president, but most of all, if you read between the lines, it’s really about the ideal qualities we want in ourselves† (p105). Arturo statement is true because we all want to be perfect but we all mistakes and so will the president, but at least there’s one person who will have all the qualities that we need to run the U. S.  This one argument I strongly agree with from the beginning all the way to the end with the written Constitution Cafe Article. A president should give their full duty to our country and of course believe in God. Christopher Phillips message would have to be getting his readers to understand what our Constitution is all about and there could be changes to it every day in life by anyone but it has to get approved of course. Thomas Jefferson believed that Americans should rewrite the Constitution every twenty years to meet our current needs in the generation we live in today. This is why Phillips has traveled the country asking Americans if and how they would rewrite our Constitution if given the chance. His main goal is to make the U. S. a better place and keep us all updated with the Constitution itself and hope from reading the book that we all learned something new about all the different arguments. From reading Constitution Cafe, I’ve learned so much more about the Constitution and the changes that have been made over years. I can definitely say now I know a lot about Thomas Jefferson than I did before, and all that he has done for the U.  S. From the many arguments in the book, I talked about a few and summarized what it was about. We should understand the basics of our rights, and if there’s something we want to make a change to in the Constitution we need to get together and write an article. All of the U. S. citizens will have different opinions on immigrants, rights, president qualities, money matters, and many more topics that relate to the Constitution. I can’t wait to read the part two of Constitution Cafe in the next twenty years, and to see what will change for the future generations.

Information systems in organisations Abstract Successful system roll-out is not a task that can easily be achieved. As many organisations and governments have found to their cost, it is not simply the case that they can throw money at an information system in the hope that it will be successful. The primary case study used is that of the London Ambulance Service Computer Aided Despatch system. After looking at the background of the case the implementation and subsequent failure are discussed. The reasons for failure are explained, which show the project as essentially being doomed from the start. Although system failure is a common occurrence many organisations do not seem to learn from the mistakes of the past, resulting in several other high profile cases. There are some strategies, however, that can be adopted in order to combat against failure, which mainly side on the softer aspects of system design such as management, organisational culture and human relations. What are the major causes of systems roll-out success or failure? What strategies can organisations take to ensure the success? To answer this question fully we must first understand what an information system (IS) is; and more importantly, what constitutes the success and, or failure of an IS. An information system in an organization provides processes and information useful to its members and clients (Avison Fitzgerald, 2003). Flynn (1992) also describes it as An information system provides procedures to record and make available information, concerning part of an organization, to assist organizations-related activities. An IS is made up of a complex set of factors, including human, organisational, technical, political and financial factors (Flowers, 1996). The interaction between these can give rise to either the success or failure of a system roll-out. The success of an IS is measured mainly on whether or not it meets the productivity target of being developed on time and to budget, and the quality target of meeting the clients requirements. A successful system is one that meets its targets of quality and productivity (Flynn, 1992). An IS is deemed unsuccessful if it fails either one, or both of its targets. In some instances the system is never actually delivered to the end user, which obviously is another case of system failure. An unsuccessful system is one that fails to meet either its quality or its productivity targets (Flynn, 1992). Successful system roll-out is not the easiest of tasks, with many governments and companies finding this out to their cost. In some cases these cost have run into hundreds of millions of pounds. The latest Standish Group report CHAOS Summary 2009 shows that more projects than ever are failing, and also that the number of successful projects is on the decrease. Only 32% of projects met their targets and could be classed as successful; with 44% of systems meeting either only some or none of their targets and 24% were never completed (The Standish Group, 2009). There are estimates that the cost of project failure in the U.S. alone is well in excess of $100 billion; emphasising just how costly a problem system roll-out can be if not done correctly. One reason as to why there are so many instances of IS failure is partly due to the fact that a lot of the time they are constructed without a full understanding or anticipation of reality (Xalles Limited, 2005). This is known as the Vacuum Mentality syndrome (Xalles Limited, 2005). These realities include changes in technology, changes made by the user community, reorganisations, changes of needs, change of key players and project sponsors, issues with resources and changes of processes (Xalles Limited, 2005). This idea is backed up by Maddison Darnton (1996) who explain that human issues are usually more important than technical ones in determining success or failure. Highlighting the fact that it is not necessarily technical issues with an IS that are the main problems during the development process, but instead ones regarding human incompetence. One of the most dramatic IS failures reported in recent years is that of the London Ambulance Service Computer Aided Despatch (LASCAD) system. The LAS is the biggest ambulance service in the world, dealing with over 2,500 emergency calls a day. This inevitably put massive strains on the manual paper-based system that was being used, which already had several major problems with it. This led to the standards of performance falling below the ones agreed to as part of the national standards for ambulance response. It was, therefore, imperative that a new, more effective computer aided despatch system was introduced in order to meet the performance levels. The new system worked by a Control Assistant receiving an emergency call and entering the details given by the caller into the CAD system. Using call-box identifier and mapping systems, the exact location of the caller was calculated. Based on the information on the incident the CAD then worked out a level for the emergency, thus informing the Control Assistant on the appropriate specialist vehicles and skills that should be deployed to the emergency. The most appropriate and closest vehicle to the incident was then pinpointed via the use of mobile data terminals and the vehicle tracking system, and despatched to the emergency. The CAD system sent details of the incident to the vehicle via the on-board computer. Throughout dealing with the incident the crew were constantly updating the CAD system as to their arrival at the scene, their depart ure from it, their arrival at the hospital, and finally when they were free to deal with another call (Flowers, 1996). The intention of the CAD system was to eradicate the inefficiencies of the old paper-based system. However, as the LAS soon found out this was far from the case. On Monday 26th October 1992 the entire LASCAD system went live. It became quickly apparent, however, that it could note cope with the volume of calls. A number of calls were somehow getting lost in the system, leading to duplicate calls being made (Flowers, 1996). This meant that people who were in emergency situations had to wait, in some cases, for 30 minutes for their call to be dealt with. Even when the calls were dealt with, the ambulance allocation system had also failed meaning this had to be done manually, resulting in further delays. Amidst the confusion, it was even reported in some cases that two ambulances turned up to a single emergency, or that one never turned up at all (Flowers, 1996). As the day progressed, the number of calls increased, putting even more pressure on the already faltering system. The newer calls were now overwriting the earlier calls, resulting in even more incidents not being dealt with. The situation became that bad that all the queues were cleared in an attempt to decongest the system. However, this only succeeded in making the problem even worse, as a new flood of calls that were previously lost came through (Flowers, 1996). It was only Tuesday afternoon when the system was eventually shut down as a result of the escalating situation (Finkelstein, 1993). The LAS were instead forced to revert to a former part computerised system. Just over a week later they were back using the fully manual system. It is impossible to consider all of the factors that contributed to the demise of the CAD system. However, there are several major issues which could, ultimately, be seen as the contributing factors towards its failure. Flowers (1996) states that the primary reasons behind the failure were those of the design of the system, the management ethos, the procurement process and the timetable to which the system was developed. The system had been designed without sufficient testing, and on the basis that it would be operating in a perfect world where everything goes according to plan. It relied solely on the requirement that all the information received was perfect. In reality this was far from the case, and so the system was unable to sufficiently despatch resources to the incidents. As highlighted in the official inquiry into the failure: It is probable that the development team did not have full appreciation of the importance of these elements or, at least, of the consequences of failure, or less than perfect performance, of any one part (Finkelstein, 1993). The management ethos at the LAS was one that was inward looking and old-fashioned (Flowers, 1996). As a result of the recent restructuring which had been forced upon the LAS by the National Health Service, there were reported high levels of stress amongst senior management, which had seen a great number of previously loyal staff quitting (Mellor, 1994). In the years leading up to this there was a distinct lack of investment in areas such as the training and development of managers. During the implementation process a report was commissioned by the LAS into staff attitudes. It was clear to see from the results that staff had little faith in the management and were not satisfied with their jobs. This view had already been exposed from the result from a survey conducted in 1989 (Flowers, 1996). The official inquiry also highlighted a culture within the organisation that bred a fear of failure amongst the employees; whereby the success of the system was the one and only consideration (Flowers, 1996). This created an atmosphere in which people were scared to mention any problems or doubts they had with the system. As a result the system had become a sacred cow, in the fact that it became unreasonably immune to criticism from anyone associated with it. Senior managers believed that the system could be developed at a cost of just  £1.5 million. To meet the stringent financial restrictions regarding the purchase of the system, it was recommended by the selection team that the LAS accept the lowest offer, no matter who the tender was; unless they believed they had good and sufficient reason on the contrary (Flowers, 1996). The consequence of being forced to accept a tender in this manner was that the one with the lowest offer was an inexperienced small software company that had gravely underestimated that task at hand; hence the reason for their offer being considerably lower than all others. Having never worked on a project of this kind the companys resources were massively stretched, leading to falling standards in areas such as quality assurance, resulting in several mistakes being made with the development of the software. The inflexible time scale of just 6 months to which the system was set was far less than the industry average of 18 months for a project of this scale. It was believed by a vast majority within the LAS that the time scale was highly unrealistic. Inquiry Team member Paul Williams stated that The timetable was impossible (Mellor, 1994). Staff complained of the inadequacy of the training received for the system. There were major doubts about the quality of the training received and that it was provided long before the system was actually implemented; meaning it was not as effective as it could have been. The situation was made even worse by the fact that the control room staff were trained separately to the ambulance staff, which caused the potential for miscommunication. Other reasons include the fact that it had been decided by management that there was to be a trade off between the performance of the system and usability. The system was developed with little input from system users such as ambulance crews, with no LAS staff being assigned full time to the project (Mellor, 1994). These, therefore, were not ideal conditions in which to launch the new CAD system. Flowers (1996), on the other hand, argues that there is never an ideal time to introduce a major new computer system. However, he does also go on to say that rarely has such a large scale information system ever been introduced under such difficult circumstances (Flowers, 1996). This was not the first time that the LAS had tried to implement a CAD system for ambulances. Beginning in the early 1980s the system was doomed after tests revealed it would not be able to deal with the sheer volume of calls and so was abandoned in 1990 at a cost of  £7.5 million. For a system roll-out to be successful it must contain these four phases: Implementation Planning, Implementation Delivery, Post-Implementation Support, Post-Implementation Analysis (Xalles Limited, 2005). These implementation methods are based on a number of principles and assumptions. The approach by management to the project should be disciplined. As the case of the LASCAD has shown; strong and effective management is essential for the success of a system. Managers should be able to competently handle and issues or problems that develop during the implementation of the system. Accurate and concentrated documentation is needed in order to effectively communicate throughout each of the implementation phases. The end user(s) should be kept in mind throughout the development process so that the System Requirement Specification can be met. It is essential that organisations learn from the mistakes of others regarding the roll-out of an information system.
